Rhodes is described as "President, Economic and Sociological Section, Ex-President and Ex-Secretary, Eugenic Section of the Pittsburgh Academy of Science and Art; Chairman Pittsburgh Morals Efficienty Commission." In this discussion of the improvement of the human condition for succeeding generations he is clearly influenced by the arguments of eugenics but argues for what, in that movement's milieu, was termed "euthenics," attempts at environmental reform.
