Narver gained experience in this field with his service as a "structural designer for buildings and structures to be used at the Atomic Energy Commission's Eniwetok Proving Ground during Operation Greenhouse in 1950." He was later "Project Engineer (1950-1952) for Operation Ivy and Chief Project Engineer (1952-1954) for Operation Castle, the last two being thermonuclear tests." He states that "blast resistance can often be attained with little or no additional construction cost, radiation shielding may be designed to also function as part of the structure, effecting further economies"
