It was issued as part of the effort to keep the U.S. from entering the Great War on the side of the British. It contains articles which claim that "Russian agents" instigated the massacre of the Armenians, that Russia utilized pogroms to "dirvert attention from the Russian government to the Jews," that the British were using dum-dum bullets in combat, that the Germans were "shot from behind" by Belgian civilians and therefore could not be accused of violating "Belgian neutrality," that the British were maintining concentration camps in England in which "intellectual men were housed in stables with no new straw for six weeks," etc.
