The title refers to a remark of Canadian Premier R. B. Bennett that the Government wasn't going to act as "wet-nurse" to every "derelict" (unemployed) in Canada. Winch was such a "derelict" for three years until he was elected to the Legislative Assembly of British Columbia. This was his maiden speech. Also included is a "short analysis of the work of the Session under the caption of 'A Socialist's Reaction to the Legislature.'"
