This is the "Anti War Issue" of the journal of the Young People's Socialist League. It describes itself as the "only Marxist youth magazine (!)" Readers are admonished: "You Must Not Miss A Single Issue of ARISE." Apparently a previous owner took them seriously and snipped the subscription form from the rear cover.
