According to Ransome's bibliographer, this is a reissue of the second edition (the first with the Radek preface). It was issued originally as an offprint from the "New Republic." In 1918 it was "reset in 48 pages and republished as 'The Soviet Government of Russia,' evidently in Russia itself to judge by its paper and typography... This edition was reprinted by the Socialist Publication Society of Brooklyn... probably in 1918 or 1919" - Wayne G. Hammond, "Arthur Ransome: A Bibliography." Hammond goes on to describe a third edition, issued in London and "reset in 20 pages." It is not clear why it is considered a separate edition while the Brooklyn edition is considered a reissue, inasmuch as it was also reset in 31 pages (from 48)
